I live in a very progressive city, usually considered in the top three cities to live, for cities of its size (we're really just a 'burb). There are currently no laws on how many animals you can keep, as long as you can take care of them. Strict rabies laws, along with a very strict poop law (when you walk your dog, a poop bag must be visible at all times.

I didn't know how many pets were allowed here when we moved here in July. I found out it was 4. We have 3 cats and a dog, but if we had more we wouldn't give them up. If we wanted more we would get more(we don't)... it's only because of hording situations I think. The poop thing is strict here as well but thats not so much the city... our survey is very strict about this and it's a big fine if caught ($200 I think).

The county I live in (rural to boot...so who should care...) is 4 animals....cat or dog unless a farm. Cats don't need to be licensed but dogs do.
In the city they used to have a limit of 6 cats & 3 dogs, but I can't find it anymore so maybe they dropped it. We do have to license all animals but I'm not sure a lot of people do that. We do, when we lived there that is. This way if they get out they get one free "ride home"....should they get picked up by the pound. |

We don't have limits either, but there are poop and leash laws, vaccines, licenses, nuisance ordinances, etc. Also a ban on keeping any type of wild animals including Savannah's and cats and dogs cross-bred with wild animals.
Most of the time since people live in apartments or rent houses they do not own, then the property owner can enforce 'zoning laws' and restrictions based on nuisance, destruction of property, etc. So, landlords are allowed to set a limit on their property and enforce it.
