Our Zipper does this. I ignore her until she jumps up on a chair then I firmly snap my fingers (gets attention) point to the floor and VERY sternly say GET DOWN!! I'm to the point where all i have to do is snap and point - no words necessary. I does not help when hubby sneaks bites to her under the table though, so make sure everyone is onboard with the training.

I agree with Marcia's suggestions.
If he's just vocalizing, ignore him. Any response from you tells him that he's at least gotten your attention, which he may take as encouragement to keep trying. If he jumps on a chair or table, tell him no (or however you do that it your household, snap, clap, whatever) and make him get down. Make sure that when you do decide to give him a treat, it's 1.) not in response to any begging, and 2.) given to him in his normal dish. That will help him realize that treats don't come from the human's table. You also may find it's more pleasant for everyone if you just shut the door while you're eating. I don't let my cats in the room when I'm having food, personally.
