The way I did it was as follows:
Get a harness, and allow the cat to get used to it. Put it on for a couple hours each day. Once the cat is used to putting it on and doesn't go crazy attacking it, add the leash. Allow the cat to drag the leash around and mess with it until it gets used to the weight. My cat learned to love the leash in under a week, but he's a special kitty. |

Also, for her first outings, take her to a garden or quiet street rather than a noisy, busy road - she may get spooked and wearing the harness could take on negative associations for her.

Also, never pull or tug at him when he is on a leash. Let the cat lead the way, so they don't become scared of being on a leash.
