whats wrong with my cat?

He has many scattered scabs on his lower back and skin seems a bit dry - maybe losing some hair. He is an indoor/outdoor cat. Our other two cats are OK. What could this be?

Since he also goes outside, this could be too many things to list. He needs to see a vet to check for infection or parasites. Good luck.
