What do you mean? Grooming himself? Yes.

But obsessive grooming is not. (Licking again and again in the same place....sometimes so much that there's hair loss.)

just normal grooming, i asked because my kitten looks so laid back and almost lethargic looking but he's consistent with his grooming behavior, the vet had done all the test from e-ray, blood test, fecal and tested fine, maybe he's just that kind of cat, unlike my other one.
