hi my cat is 20 this august, and for a couple of years, when hes breathing sometimes he makes this loud noise, like a really load pur, like he stugling to get air, now it has devolped in to more of a gurgaling sound, it usully lasts for a couple of minutes but can drag on, then his breathing returns to normal, we took him to the vet and they said that the polyps in his ears (hes deaf) can grow down there throat, and i geuss this has happend but hey didnt want to put him under aneasletic and have a look as they would not be able to do much about it anyway, i dont think. so my question is, is there anything i can get or do that would help him when he struggles to breath?

I have known cats with polyps in their throats, and yes, it does cause the symptoms you describe. Unfortunately, theres nothing you can do short of removing the polyp, though they do often grow back. It's going to be a decision only you can make, if he is still happy and doesn't get really distressed, I'd be more inclined to leave it at his age.
