Why do people always make fun of little old cat ladies eating cat food?

Cat food is WAY more expensive than human food...

There was a public service announcement that ran in the 80's that showed an old woman eating a can of cat food for dinner because she couldn't afford anything better. It was for welfare or social security or something, but I can't remember exactly what. That could be where it originated.
