Is my kitten getting frisky?

I have 2 kittens, a male and a female, who are coming up to 4 months of age. They are not neutered or spayed, and the male keeps biting the female's neck gently, which causes her to go still. He also lies on top of her sometimes when he's doing this. Is this sexual behavior, as i thought they were too young until 6 months? If my kitten gets pregnant it will be very dangerous as she is very small.
