Huh, I'm pretty sure the cat sanctuary I volunteer at with over 700 cats requires a fee for surrendering but nothing extreme like thousands of dollars, in fact if it comes down to it they'd likely take the cat to prevent it being put down if that's the other option the owners are looking at. It even takes in ferals, strays, FIV/FeLV cats, and cats that don't get adopted at their local shelter and such so obviously no one is even paying for those cats to be taken in...
