My cat has CFR and has litter box issues constantly (behavorial at this point, no medical issue for it...she's just a brat, lol). She'll pee next to the box, but not in it. And then randomly once in a while she'll pee in it.
I went to the store and bought puppy potty training pads. She always tended to pee in the same place, so I put them there...and voila! She goes right to the pads and goes on them, and they're so easy to clean, and they absorb a lot of the smell.
Target has the best deal on them.
