So, Io's licence and registration came today. Along with it came some interesting information - My city (Calgary) has the lowest euthanization rate, and highest return-to-owner rate in North America!
(Also the lowest incidence of dog bits, at just 0.14 / 100k dogs!)
The city works closely with the NPO no-kill groups (the Meow foundation and A.R.F.). No dogs or cats are euthanized to "make space" (only for health or behavioural issues), and adoption rates for homeless animals is 90%. Euthanization rates are somewhere close to 5%, which isn't great but better then most.
To make it better, the program is completely self-sufficient, paid for by the annual licensing fees of pet owners (and fines). They have a fleet of climate-controlled trucks, full vet staff 24/7, and their 4-year old, fancy pants holding facility has never reached capacity.
Though more for dog people, Calgary also doesn't have any laws or bans on any breed, nor do they require mandatory s/n (which I wish they would, but there's only so much to be done).

I could give you a list of things I don't like about my city, but it was neat to see that it's waaaaay ahead of the game in terms of responsible animal control.
