cat attacks tail... need info please

Someone on another forum (horse forum) posted about their father's cat who is attacking his tail, yowling, growling and hissing and drawing blood from it. Vet called it something, person described it as muscles at the base of the tail contracting and causing pain, which causes the cat to attack...
She couldn't remember what her dad said the vet called it and she wanted to do some internet research.
Does anyone know what its called?

Was it Feline Hyperesthesia Syndrome ("rolling skin syndrome")?

The girl didn't know, all she was able to remember was what I posted above and she wanted to know if someone knew the name for it so she could research it.

Just a small update, it was Feline Hyperesthesia Syndrome "rolling skin syndrome" that the vet spoke of. She was planning on doing some internet research.
