Toys in the water dish...?

My older cat(~7), ever since she was a kitten, has always put her toys in the water dish. She LOVES water. I mean she will bag for water before she would treats. She has always been with another cat, and for the month that she was alone she did not put the toy in the water dish. My thought is that she does it so the toy will soak up the water so the other cat can not get any. I'm not sure if this is a game to her or if it is protecting her water from the other cats.

What do you think?

Jack is famous for putting toys in the water bowl--someone once explained it to us as drowning his kill, so to speak.
