my cat seems to have times where his fur quivers for almost a minute or more and he shakes his legs like he has something wet or distasteful on them. This is only happening in the past few months (winter) but carries on for about five minutes. He has been flea-d. is this a problem or just something like pins and needles (yet it goes all over his body).

This sounds like feline hyperesthesia, also called "rolling skin" syndrome. My Marmalade would ripple his skin, usually around his rump area and run very quickly, stop and shake his back legs, looking confused...as if he were trying to see what was touching him and he'd sometimes sit down real quick and lick/chew/bite at his fur in the area he was rippling his skin at.
