Odd bathroom behavior

I'm staying at my parents house for the week and visiting my cat that I had to leave when I moved out a little less than a year ago...

I missed him so much when I moved out so I adopted Bongo, who is identical to Budd.

So my problem is when I moved out my parents got a very large dog and Budd was used to going outside to use the bathroom. Now that he knows the dog is out there he very rarely goes out. He was using a litter box but now it seems like every chance he gets he goes on the bathroom rug, which he used to only do when someone forgot to let him outside. And it's only the spare bathroom rug no where else. Not even the master bathroom.
The dog is fenced in the front yard and Budd goes out in the back yard and now even if he gets let outside every hour he still uses the bathroom. We're at a complete loss and need some advice.

is it like a bath mat, with that rubber backing on it? sometimes cats like that smell. take the rug out and put a litter box in the bathroom if it isn't already there.

Yes it has a rubber backing. And it can't be the smell because occasionally he will pull towels off the rack and pee on them. The bathroom is kind of small for a litter box so we're trying to avoid having to do that. If that turns out to be our only option that's just what we'll have to do. Just looking for alternatives at the moment.

he just wants something soft to go on then.

i didn't want a litter box by my bed either, but my cat was peeing in it so i had to decide which is worse: kitty litter in my bed or cat pee?
