Runner leash?

I have some kittens I'd like to raise as primarily indoors, but with a taste of the great outdoors. Can I ask why dogs are put on runner leashes but cats aren't? I understand they'll have to be supervised, but it could be more indirect than actively walking a cat on a leash.

Cats are much more easily spooked and if they get scared and no one is watching to stop it, they can hang themselves. I would never suggest a runner leash for cats. Always monitor them closely when outside
