What you need to do is create a "potty patch". A groomer can do this (but it may traumatize the cat) or you can do it yourself with "moustache" or blunt nose scissors. Do it when the cat is very relaxed, and cut away as much fur as close to the skin as you can about one inch away around the anus. Do it carefully that you don't snip any skin! This potty patch will usually get rid of any "danglers", but if the cat has very long britches, you may have to trim them back a little as well.
