Hmm...well that's a tough question.
Ideally, a cat tower is beside or in front of a window so that the cat can see outside and what's going on in the way of people walking, birds in trees, etc. For skittish cat a tower in the middle of the room, I don't think would be attractive.....if she got up on the tower, may feel trapped if gray cat came in and got below her either on the tower or on the floor. If there are windows in the room, a tower and and another shorter one may be attractive to skittish girl. Then they could each have something to sit on by themselves. If the room doesn't have windows, you might consider another room that does. Cats love to look out on a garden which usually has some wild life in it, or even a street with people walking, sometimes with their dogs. My cats have a tower that look out on a garden patio, that has a bird bath that attracts birds to it, and also we have squirrels that regularly visit the garden and run along the top of the fence that encloses the garden and that too amuses them.
