Catio Conundrum

Hi All,
I'm looking for assistance with my freestanding catio (renting, no permanent structures allowed). So I purchased a 4x8 covered dog kennel and set it up outside of the only available window of my basement suite. However, the window is a few feet off of the ground, and if I leave it open, my minions go on walkabout by jumping off the corner of the catio. I need a safe, non permanent way to connect the catio to the window.

I have some cinder blocks to raise it, should I get more? Lumber for the base? The window probably needs to be partially blocked off.

The picture is from when I first got it. I had it put away during the winter due to wind storms and unusual amounts of snow for my area.
