Tommy doesn't bury #2!!

I've noticed Tommy pretty consistently doesn't cover up his poop in the litter box. Any suggestions? I don't mind cleaning the litter boxes more often, but if he can be taught or encouraged to cover it up, like he's supposed to that would be better.

Rocket and Mellie clean up after each other if they don't like what the other did to the litter box, but they leave the new guy's stuff alone.

Drizzit wont cover his crap either. Usually Timon or Duchess does it for him.

Sugar doesn't cover her #2 either sometimes and it's sooooo bad since I live in a small apt. If Sugar doesn't cover up sometimes and I hear her scratching at the side of the box, I come over and get the scooper and scoop litter over it. She watches and sometimes tries to dig in the sand with her own hand to do it. This only works if the cat doesn't run off when they see you coming towards them in the litterbox
