There are no set rules...more of a common sense thing and what you have to say. Replying to a 4 year old thread with "I don't have any advice but your cat is really cute" is going to get deleted, even doing that on a two week old thread would probably get the post deleted. Replying to a 6 month old thread with advice for a member who has 3 posts and hasn't been back since they posted the thread will get deleted. Or asking that same member for an update. Don't bump an old thread to say "my cat has the same problem, any advice?"...just start a new thread.
Basically...if in doubt start a new thread. We keep old threads so that anyone who has a problem and is searching can get the benefit of any knowledge shared...but bumping them causes confusion so unless there is compelling new info to be added it's not a good idea.
