Introducing Kittens, aggressive behaviour?

Hello, I am have two young rag dolls: Malloy who is 7 months and Milly who is 10 weeks. We brought Milly home two days ago, and Malloy loves his new sister but is way too rough with her (I think). Milly is obviously intimidated by Malloy. However, Malloy shows no signs of aggression whatsoever, but loves to stalk and pounce on Milly. It's very scary for her (she cries and moans), and it seems like her is being very rough with his bites and grip (but he doesn't use claws). I wonder if Malloy just doesn't know how to play properly with such a young baby because he is only a kitten his-self...
What are your thoughts on this? Is this aggressive behaviour or playful? Do I just have to give it time with supervised play? Or is there a way he can be taught?
