I use a cat water fountain to encourage my cats to drink more water. I've noticed there's been some building up (of minerals?) on it; what is the best way to clean it?

I would Google your exact model and it'll be on YouTube. I love YouTube for stuff like this, it showed me how to fix my garbage disposal, vacuum cleaner and cat. Okay that last one, not true.

Are you referring to the slimy film on the fountain? That would be bacterial biofilm. You definitely want to clean the fountain before it gets that way. As Marie73 stated above, there is a lot of information on the web about keeping your fountain cleaned so your 🐈‍⬛ doesn’t develop any health issues.
