Normally I (strongly) recommend keeping cats inside, but there *are* some cats that I call "James Dean" types, who'd rather "live fast, die young" than be confined to the house. Looks like Skitz is one! At least his stress seems to be vastly relieved by his freedom, evidenced by no peeing in the house. If that's the life he chooses, then that's what he should have.
But... (you knew there'd be a "but" didn't you!) it might be a possibility to cat-fence the yard or build him an enclosure that would give him the satisfaction of the great outdoors without the risk. Just something to think about.
