We have 4 cats, all rescued, and 3-4-hang-a-rounds for a meal. One of our inside cats has a problem with dry skin (dandruff ) she's always biting herself and scratching. We've checked time and time again for fleas but that was negative. Can I use a dry skin shampoo like Head and Shoulders on her.? Thanks in advance

NO, do not use a human medicated shampoo! It could make things a lot worse.
The important thing is to find out why this is happening.
This means, take her to the vet!
It could be any number of different things and you can make it a lot worse by trying to treat it at home without having any idea if it is a disease, a skin condition, an allergy, or something else. Please take the cat in for an exam by a vet.
