I've had my new kitten Sparrow for about a week now, and at the beginning, Sherlock (my 1 year old cat) definitely didn't like him. lots of growling and hissing going around. but after a few days of separating them and alternating rooms so their smells mix, they can now be in the same room without any growling or hissing. there are times when I feel like they're even trying to play with each other. sherlock would chase sparrow, then stop, then sparrow would chase sherlock.

what worries me is every once in a while, sherlock would still raise her paw like she was about to hit him. is that normal? am I on the right track?

This sounds completely normal to me. It also sounds like you are making GREAT progress :D Many times, cats who are good friends will "play fight", and as an owner, it's hard to tell the difference, but that is just how they play. My 2 cats are the BEST of friends, and they play-fight, sometimes even complete with a hiss or two
