If by safe you're trying to make sure there won't be kittens, the answer would be, you're 99.9% sure to not get kittens if they only come in contact with eachother cat-wise.

It's safe but I'm not sure why you would make them both go through that. She's going to drive him crazy trying to get bred and it's going to drive HER crazy not being bred.

Get her spayed, it's the responsible thing to do.
