Take your cat to a professional groomer that can show you they have cat experience. I love grooming cats. I was also trained to do so safely. Their skin is super thin and easy to cut if you don't know what you're doing and if your cat isn't thrilled about being shaved. You have to manipulate the whole body to tighten the skin in a way that won't create any wrinkles. Matting creates wrinkles by itself because it pulls on the skin. Don't use scissors either. Try using a bit of cornstarch to loosen the matting if you can. Then you might be able to work them out.
I completely agree with the above, to take the cat to a professional cat groomer. Don't attempt this yourself. Unless you have shaved numerous cats and really know what you are doing you will hurt and traumatize the cat, and this is guaranteed. I say this from the perspective that I taught myself to groom my dog and I had a few disasters before I could really get it right.
and...PS....even though y ou probably know this: Keep him brushed every day after the shaving starts to grow out. If you need help getting him to like being brushed we can give our tips on what worked for us. A long haired or even semi-long haired cat must be regularly brushed to prevent mate because they cannot do it all themselves.
