My kitty is scrubbing her eyes. When I look to see if she has something in them they look watery and runny. She don't act like she has a cold but could that be it? And what is a good thing to do? Should I try to wash them with warm water or what?

She could have the herpes virus or allergies. You can try adding 500mg of powdered lysine to her food for the virus; check the environment for possible allergens, and you can try changing her food to a limited ingredient diet to see if that helps. Clean out her eyes very gently and with warm water or baby saline solution and cotton balls. If her eyes are really bad and are getting stuck together, you should take her to the vet before her vision becomes permanently impaired.
