How about using Beastie Bands? You can make them as small as you want.

GREAT idea!! Those fabric covered elastic hair thingees would work great, plus they will give as kitten grows if needed!! Plus they're cheap! :kittyturn

 

Check out ferret collars. They're super tiny and usually quick-release.

Beastie Bands are great! lol Just got a couple of them to try out on my two feline Houdini wannabes.
They are lovely, nice and light, very stretchy. Velcro is fantastic. No metal, except the little hole ring for the tags. Fingers crossed they won't figure out how to separate the velcro! lol
