I guess since this is a "local" thing it goes here, instead of in Feral Cat forum.

Feral Cat bill gutted

For a while, Utah has had a bill being considered that would let people shoot feral cats (and dogs, foxes, etc. - but it focused on cats). For whatever reason, Utah's not into the whole TNR thing very much. We have maybe 2 dozen cities, at the most, that have a TNR program. The other cities don't "recognize" the program. This means - at least for the city I live in - that if a cat is reported as a nuisance and caught, they get turned into the pound...even with TNR identification, like a tipped ear! Most ferals are euthanized because city shelters just don't have the resources (staff and time) to try to tame them and get them adoptable.

One of the major arguments was how would people know if it's a feral, or just somebody's house pet that's lost and/or scared.

That certainly is a relief. It would definitely contain gray areas as to the identification of real ferals vs pets that are wandering around. Some people just shoot first and ask questions later. And as said, it would be open season for sadistic people who just love to shoot up animals.
