This is the third thread of hers I have closed because she/he is posting the same threads in 2 different sections.

The second time I asked them not to do it anymore, but low and behold I come on today to find a new thread posted to 2 different areas.

WHat is the best way to handle this? Im guessing a pm but what should I say?

My guess is that's a forum noobie that doesn't quite understand "netiquitte" just yet. This forum is so very active that new people probably worry that their topics could get "lost" and unanswered.

I would continue to close and re-direct threads, and continue to PM the member to let them know why. I would do my best to very kind to them.

Do you know if they're even reading your PMs?

She sounds very young and probably new to forums, I think Rob is right.
In her latest post in behavior she does mention that she has posted in the wrong section and then ends up double posting to get it in the right forum. I do agree that some of the double postings were on purpose in an effort to get more replies.
