My cats 3 weeks old kitten has opened both his eyes fully, however, this morning I realized one was stuck shut. I managed to open it using warm water on a qtip, but a few hours later it was closed again. It doesn’t really look swollen. It seems to have some reddish brown discharge that dries when he’s sleeping. I’ve taken him to the vet for sneezing a lot last week and the vet said they don’t want to use antibiotics on him since he’s young, so I don’t want to make another appointment if they’re just going to say the same thing. Would saline flush be safe for his eyes? Why is he having reddish brown discharge? His mom gets it a lot too.

I wouldn’t call it normal or abnormal. It is fairly common afaik. If it looks like an infection or you simply can’t tell, the correct action I’d to take him to a vet (like it or not).
Antibiotics should not be given to such a young kitten. If a very gentle warm water with soft cloth wash doesn't get the eye open, then take the kitten to a vet and have them do it. Don't do saline solution. Just warm water.
