Newly adopted tabby troubles

My bf just adopted an orange tabby a month ago, hes only a couple of years old so he has SO much energy.

I also have a 9 yr old torti who loves every human but always sticks with me, even in the bathroom. Shes not much for being social with other cats but I know for sure she can live in the same house as them without throwing a hissy fit. We have gone through the entire process, seperation, room swapping, feeding near the door, you name it. And all seemed to be going well until my tabby started doing this thing where he stares at my torti, wiggles his butt and then pounces at her as if he wants to play. Of course my torti wants none of this and will give him a few gentle whacks to tell him to back off.

My tabby doesnt seem to understand boundaries yet, and its causing a lot of set backs because my torti is becoming scared whenever hes in the same room as her, scared to be pounced on again. I've tried everything from clapping, throwing a blanket on him, etc, but once he sees her hes locked on target. I end up having to separate the two entirely.

I dont want to give up the tabby so early, my bf absolutely adores him but we're both inexperienced and work long hours of the day. We cant afford a behavioralist right now, I really dont know what to do anymore, please help!!!
